Multiple NICS not working in Server 2008 guest

Guest - Windows 7, VBox 3.2.8, Guest - Multiple Server 2008
I am using two virtual nics in each S08. One is a NAT, the other is Internal. The internal nics randomly or never communicate as long as the NAT is enabled in the VMM window. If I disable the NAT, the internal nics start communicating. The internal nics are configured with static IP information. This problem is occurring on multiple hosts.
I need both. Any ideas on what the problem could be? Besides disabling the NAT, I have tried:
reinstalling the guest editions
disconnecting the cable (software)
uninstalling the NIC in S08 and reinstalling
stopping and starting the network service in S08
disabling the NIC in S08
restarting the guests and VBox
restarting the host
changing from internal to host only and to another NAT
I appreciate any help
