Even the normal installer for 98 may ask a 95 boot disk, simply because the disc is not bootable. You needed a DOS boot floppy that you got with the Windows 95 install CD.

Either create ISO files from the two discs, or let the VM eject the physical drive and hope it detects the change. It should detect it eventually, may take a few tries.
