Can't Play DVD on Ubuntu 10.4 Guest, Work everywhere but VB.
I have done this:
sudo aptitude install ubuntu-restricted-extras
sudo /usr/share/doc/libdvdread4/install-css.sh
I have followed all the steps here:

I still cannot open dvds with anything. I can navigate and see the files, I just can't play or anything else.
I can play when not using a VB install, so it seems to be a VB problem.

Probably one of the modern "crappy" video dvds with "play protection"?

Yup, try a DVD without copy protection. I have no issues whatsoever in playing DVDs on my VMs. All these DVDs are without copy protection or region code. It doesn't matter if I pick an ISO or physical disc. VLC plays it without complaints.

Well that just kind of sucks. I bet Microsoft has their grips on VB also.

And what does MS have to do with this? I think you mean the MPAA, RIAA and other organisations that 'fight' for the rights of the copyright holder and force such restrictions and protections.
Anyway, I just tested it with a DVD that I know has protection on it. Without passthrough: not working. Enabled passthrough: played just fine.
Software used: Ubuntu 10.04, VB 3.2.0 beta 3, Windows XP guest and Media Player Classic.
