When trying to browse to a share on WIN7 host I get Network Neighborhood error box saying "\\hostname is not accessible" "This request is not supported by the network"
What i am ultimately trying to do is print to a shared printer attached to the host.

What type of network connection are you using in the guest settings? Bridged, NAT, Host-Only.
Do you have a router in the mix?

Assuming that you can ping the host then you should look at the host and guest sharing setup.
File and print settings are usually set to off and need to be turned on.
Also the workgroup must be the same and firewalls tend to muck up the water as well.

I believe the Windows network sharing protocols have changed since Win98. You will find that it's easy to create a shared folder inside the Win98 guest and access it from an XP or later host, but the reverse is harder and involves setting up additional login accounts on the host. You should google for XP to Win98 networking advice (the advice is probably applicable to Vista and Win7 too, though the appearance of some dialogs may have changed).

Win98 used NETbeui for network discovery on a local LAN. This was deprecated in Windows XP. You might get it to work by installing NETbios in the Win98 machine, but it is very tricky. Account information would need to match on both machines.

I created a username and password with admin rights on the host which matched the network credentials input on the guest.
When I try and browse the host I now get a request for a password to \\hostname\IPC$
I then get a message saying "The password is incorrect. Try again"
None of the passwords on either host or guest work at this stage, including the host's HOMEGROUP password
I should have clarified earlier that the host is Win 7 64bit Home edition
