Memory problems running a program in DOS mode

I use Windows 7 as host system and want to run a certain (self-written) MS-DOS program. I've tried to use Windows 7 compability mode, but that did not work. Thus, I installed VirtualBox.

I successfully installed Win98SE in VirtualBox, but the MS-DOS program states that not enough memory is available (although I set up 512MB of memory for the guest system).
Running chkdsk under the command line told me, that about 500kB of 600kB memory were available, which should be enough for this program.

As a second try, I successfully installed WinXP as guest system, but again, trying to start the MS-DOS program is not possible (again not enough free memory is reported - altough I set up 1GB).

Running the MS-DOS program on a Win98 and a WinXP computer works well, so it must be a problem of the virtualization.

Any ideas?
