Windows 98 - Display stuck at 16 color, 640x480

Hi,
Yes, I know, windows98. I need it to play an old game that won't run on newer versions.

I installed windows 98 but I can't get the screen resolution to change or the colour. I assume this is something with a driver but I don't even know where to start. Host OS is Win7

Any suggestions?
