Multiple CPUs and Windows Guest 3.1.0

I am running Ubuntu 9.10 64 bit on my host. I have a windows XP VB and a Windows 2003 VB. When I try to set either of them to use 2 CPUS the performance grinds to a halt. XP is barely usable, windows 2003 is not much better. I have installed the guest additions on both for 3.1. I was hoping this was fixed in this release. Is there any way to make this work?
