Open up a dictionary and look up the word "patience".

Actually we have been watching you and it was determined that you should not get this update and took away your update notification.
Just kidding
It should be there today or tomorrow.

The program checks for new versions every so often. It can take a week before it shows the update. It's in the Preferences.

Well I have two installations of Virtualbox one on Win7 and one on XP and check for updates is not finding the 3.1.2 version.

Version update notification can take days to propagate.
If you want you can go here and download it now.

Re: I cannot see any new version in "check for update"
That's on purpose. We always wait a few days before enabling the notification update. In the case of a new major release it might be even longer as we wait for the time we consider the new major version as stable as the old one. (e.g. you will not yet get a notification about 3.1.2 if you're on 3.0.x).
