Cannot access to IpCop quest by WinSCP

i try to learn about VirtualBox.
I have install VirtualBox on Windows XP sp3 Host
Case 1:
Windows2003 server as Guest#1 have 2 network adapter .
I attach network adapter#1 to NAT (10.0.2.15)
and network adapter#2 to Internal network.(192.168.16.2)
Windows XP as Guest#2 have 1 network adapter .
I attach network adapter#1 to Internal network. (192.168.16.12)
Guest#1 can access to the internet on my WindowsXP host.
I can ping from or to Guest#1 and Guest#2.
then i try share the internet to Guest#2.
Guest#2 can go out to the internet.
Case 2:
IpCop as Guest#1 have 2 network adapter .
I attach network adapter#1 to NAT (10.0.2.13)
and network adapter#2 to Internal network.(192.168.16.3)
Windows XP as Guest#2 have 1 network adapter .
I attach network adapter#1 to Internal network. (192.168.16.12)
I'm not sure my Guest#1 can access to the internet.
I can ping from Guest#2 and Guest#1
I can access Ipcop webadmin. (http://192.168.16.3:81)
i have to copy add-on files to IpCop by WinSCP.
but i can't connect from WinSCP to IpCop server by port No. 222 <----(Default Ftp port No. for IpCop)
i got this "Network Error: Connection Refused."
Please give me idea.
