You can show all known interfaces with ifconfig -a. Interfaces that are not 'up' are shown too. With WICD, you only configure one interface, the other one isn't brought up for configuration, but if it does have an IP address, it's strange. Maybe the interfaces file had some kind of configuration for it. Anyway, use my interfaces file example to configure both interfaces at the same time at boot up.

No, you actually never need one of those managers if you do it all from command line
. The graphical managers are only there to make things a bit easier. My PC doesn't have one installed because it's a stationary config. My laptop has Wicd because I roam locations, switching between different wireless environments with each their own configuration (at home static, work and school DHCP, at a friends place a different static, etc).
