First your profile states that you are using the OSE version of VBox. If this is true then that is your problem. USB is not supported in the OSE version. You need the PUEL version.
If you have the PUEL version please update your profile to correct this error.
Now for a few hints:
- You can either enable the USB in the GUI settings of VBox and leave off the filters (do not define any) then boot into the guest and click on the USB device you want.
Or Use a blank filter (.) and then boot the guest. Unplug the USB device and plug it back in to get focus and it should appear in the guest.
The device must be installed and working in the Windows host, so the first suggestion is preferable to the second for external hard drives. Still it will unmount (turn off) the device and then mount (turn it back on) it to the guest. For external hard drives I much prefer to share the drive in the Host and map it in the guest. Lots safer.

I've tried both methods and in both cases the usb is not detected, of course the usb shows in the host computer. It is a bit frustrating getting this usb to work.

My experience with USB in Vista/win 7 (32 bit) is horrible. Most of the times after a reboot it crashes VBox when you first try to use it then after that you can get it to work until the next time you reboot. Since version 3.0.2 I have not been able to get it to work period. I finally got tired of it and simply share the device in the host and access it as a share in the guest.
If the above does not work for you I would suggest that you either file a bug report in bugtracker (link is below my post) or do as I have done.
You will need to setup an account there though because it is a different system, sorry.
