Cloning .vdi file in windows xp host OS
I sure this has been asked before but here goes. What is the command line
to clone a virtual .vdi file for use as a another virtual machine.

Copy /b "file1" "file2" ? see the Manual, use google, been covered many times.

Use explorer or the command prompt to copy the vdi you want to use, rename if you wish, then reassign a new uuid to the vdi via the command prompt.
Do this by setting path of VirtualBox directory location at the prompt
cd\ to vdi location
VBoxManage internalcommands setvdiuuid diskname.vdi
Then make new machine and assign copied vdi
