I'm trying to get a HP USB scanner to show up in my XP Pro VM running under Windows 7. I setup the filter as explicitly as I could but the VM never sees the USB device.

Windows is an unforgiving beast when it comes to USB. Try to enable the USB and do not give it a filter. Then when in the guest select the device in the (devices tab) and select it. See if the scanner works then.
