Unresponsive dialog boxes cause VB to freeze for a long time

Hello,

On one particular Windows machine with VB 3.0.4 I have a problem with
unresponsive configuration dialogs:

When I press Ctrl+G to open VB settings, it takes 12-13 seconds for
the dialog box to appear. When I press Ctrl+S to open settings for
VM, it takes 22-23 seconds for the dialog box to appear.

While waiting for dialog box to appear, VB freezes.

This problem occurs only on a particular Windows machine - on other
Windows machine and on Linux (both running VB 3.0.4) dialog boxes open
quickly (under a second for VB settings and two seconds for VM
settings - which is also somewhat annoying (since you still have to wait
two seconds for a simple dialog to open), but bearable).

What could be a problem on that machine?

The machine is under normal load. On another machine (where VB is responsive) the load is similar.
