When I establish an RDP session to a VM, is the RDP client connecting to the RDP server in the guest VM? Or is is connecting to the VirtualBox RDP server?

Check and verify the RDP port settings in the vRDP settings of the VM, if thats off or on a different port its RDP on the Guest.
