IP issues

Here is the issue. I need to have an outgoing only ip set up that I can use to access a particular website testing area. I installed virtualbox and created a virtual machine with windows7 OS. I then assigned to it the new ip 174.132.173.204. When I run ipconfig I see that thee settings are shown. However, when I go through a browser to the site whatismyip.com, my IP is shown to be 174.132.173.202 (which is the servers/plesk control panel address).
I am not sure what other setting needs to be adjusted or if this is a firewall issue. I need to be able to go to a particular site that will only accept a connection from a specific outgoing only IP. What further adjustments do I have to make so this virtual machine reflects the new ip only????

Assuming your using bridge, what type of router are you using?

The IP address you noted is an internet IP address. In other words, you're directly connected to the web. You can't put a similar IP on the Guest system, that can cause major problems. Your provider only allows you to have ONE IP address. If you're going to use Bridged, you either need a router, or be absolutely sure you have more than one IP address at your disposal (the latter is very unlikely, but possible, however, you would know it if you do).

I have 3 IPs in use on this project.
1) one is assigned to the plesk control panel on our server,
2) one is assigned to our server with our ssl cert
3) one is assigned to the new virtual machine.
I connect to the internet through the second one and now that I have created the new vm, I can also connect to the internet through it. I need the connection from the guest to be outgoing only, so that I can connect to a particular website and have only the ip assigned to the guest as being recognized.
It is not set in bridged mode at the moment. The router is located at the hosting company.

For the VM to work with its own IP you need bridge mode in VBox.

Is putting it in bridge mode just a matter of selecting it from the dropdown menu? or are there some other steps involved. Thanks

You select bridged and which network card to do it on.
Then you have to set up your guest(s) the same as if they were real computers on your network.
Either dhcp or static.
