[FIXED] VirtualBox 3.0.2 Installer error

I was trying to install VirtualBox 3.0.2 (PUEL) on Windows XP and got this error from the VirtualBox Installer
Could not create temporary directory! Path: C:\DOCUME~1\username in chinese~1.HOM\LOCALS~1\Temp\\VirtualBox
ERROR: A string claiming to be UTF-8 is incorrectly encoded.

Set the environment variables TMP and TEMP to c:\temp

This error should be fixed in the next upcoming version. Please report back if the error still exists then.
