I used to see the announce in this forum first. May be this time my timing is different.

No, they usually start the upload before the official announcement. When they know most of the files are on the FTP server, they publish the announcement. Your source just happened to see the new version on the FTP before the official announcement. The changelog is already done: http://www.virtualbox.org/wiki/Changelog
