I have Windows 3.11 from Microsoft Technet, which offers itself as an .exe file.

@baf - How would I be able to do this?

Windows 3.11 is an application program offering graphical workplace, it needs a DOS operating system which was sold separately.

Maybe Windows 3.11 runs under FreeDOS (i dont know). Some versions of DR-DOS (OpenDOS) 7.x were free available, IIRC open sourced (dont know the exact legal status) - and IBM gives away a chinese version of PC-DOS for free, as well as a version bundled with some server utilities: see wikipedia page, scroll down
Else (try to) buy a copy of MS-DOS 6.22 ...

If you want Win 3.11 I advice you to look at Dosbox and not VBox. Win 3.11 seems to run quite well on it.
