Mounting a CD-ROM image in Windows 3.1

I want to mount a CD-ROM image in Windows 3.1. How can I do this? All the drivers I can find on the web are for specific devices, but there is no device, what should I do?
Windows 3.1 used the DOS mscdex driver and configured in the autoexec.bat.
