Trying to install Windows 95, ran into a problem. [SOLVED]

EDIT: Never mind, got things working with the help of someone from another forum.
Setup Detection Error

Error SU-0013

Setup could not create files on your startup drive
and cannot set up Windows.

If you have HPFS or Windows NT file system, you
must create an MS-DOS boot partition. If you have
LANtastic server or SuperStor compression, disable it
before running Setup. See SETUP.TXT on Setup Disk
1 or the Windows CD-ROM.
Below is the original post.

I have the boot disk image (IMG) and the install CD-ROM (ISO). I mounted both on my 2 GB VM and booted the IMG. It ran fine, and after going through most of the alphabet I finally found out that the CD ended up at R:\ for whatever reason. Then I tried to install Windows 95, and ran into this (keystrokes are denoted in square brackets):

This version of Microsoft's ScanDisk will work only with MS-DOS versions 5.0 and

your disk compression software or remove the disk-cache utility. 
Then run Setup again.

If you have already done so, press ESC.

Cannot create a temporary directory.
If you have HPFS or NTFS installed on your hard drive,

No, I am not.

EDIT: A user on another forum told me about fdisk and format C:\, and that seemed to work, but I still get an error (see the first post)

The same error? can you boot only into DOS and go to C: make a dir manually?
