Dragging from Host to Guest

This is probably simple, but I cannot seem to drag from the Host OS (Windows XP) to the Guest OS (Windows XP). When I select the file to be dragged, its ok until I pass the window of the guest, then O get the cirle with the line thru it which lets me know this can't be done. I do have the Guest Additions installed, but this is making be crazy.
