advice on USB filters

Normally with "filters" I expect some sort of INCLUDE and EXCLUDE capability. But there doesn't seem to be a way to EXCLUDE a device. Am I missing something?
I'm using Vbox2.2.4 PEUL on Ubuntu 9.04 with a WinXP Guest. I want the WinXP Guest to see all USB devices except one or two specific devices. Is there a way to set this up without having to list every device individually ? If I use the empty "catch-all" filter there does not seem to be a way to stop it seeing all the USB devices.
Normally "seeing" the devices is no big deal, because all that means is that the device is available in the guest's USB devices list and can be activated/deactivated by ticking the check-box.
For some reason my USB scanner gets treated differently. When I plug it in the guest grabs it and it is immediately activated. This is not what I wanted because my scanner s/w is on the Linux Host. Now the guest menu item "USB Devices" shows the scanner and its checkbox is ticked. Why?
With other devices (eg memory sticks) if I plug one in it get listed in the guest's available USB devices, but is not immediately activated (ie the checkbox is not ticked).
So there is something different about the way the scanner is handled ?
Strangely I can't seem to just "un-tick" the checkbox. If I un-tick the device on the guest, it is disconnected from WinXP for a while, but then maybe 30 seconds later the WinXP guest grabs it again. This is not expected at all. The only way I disconnect the scanner from the guest is disconnect it, then immediately PAUSE the guest, and leave it paused until I've finished using the scanner on Linux.
