Why in VirtualBox 2.2.0 RamPreAlloc not working?

Can you explain? Do you mean that it stops the VM because it can't allocate any memory for it? If so, known issue, check the other topics and especially the VB 2.2.0 release discussion.

It's returning:
Edit: I have installed Debian version of Virtualbox.
But why RamPreAlloc is not implemented?TODO: RamPreAlloc (VERR_NOT_IMPLEMENTED).
Unknown error creating VM (VERR_NOT_IMPLEMENTED).

Strange, I don't get that error when starting a VM. Did you install the one from the Debian repo, or from the website/repo here? If it's the first, file a bug report at debian, they didn't get the source right or forgot to compile a part.

I'm downloaded version for Debian Lenny from virtualbox page.
Edit: RamPreAlloc was not working on beta versions too.
Edit2: I'm installed version for Ubuntu Hardy and RamPreAlloc isn't working.
I have x86 2.6.29 kernel.

Are you doing something special? I run the 2.6.29.1 kernel and have no issues with starting my VMs and let them allocate memory.
