Reading near page 100 of the documentation, I should be able to call:

VBoxManage modifyvm <name> <option>

however, anything I send to this argument generates errors (see below). This applies to the name with or without quotes (shouldn't matter) and with basic options like -sata on

I followed the directions beginning from page 88, to create a VBox Headless VM, which follows on page 99 with other options you can pass to this command set.
