I wan´t to learn the use of Small Business Server 2008 using virtualbox 2.1 under VirtualBox 2.1 Windows. Therefore i have a Windows Vista Business system with 8GB RAM and activated hardware virtualization.
But: More than 3,5GB RAM can´t be configured to a vm
How can i fix this issue?

Only if you change the source code of the OSE version and change the max allocatable amount of RAM and compile it yourself. Anything else is not possible yet.
This question with Windows Server 2008 was asked before. If it really won't install with less than 4 GB of RAM, you might want to run vLite on it to remove that need. You can find vLite on
http://www.vlite.net and download it. However, MS shouldn't have this option, as it should allow you to run it in a VM or at least a test machine with less than 4 GB of RAM.

I've installed Server 2008 with only a GB of RAM before... Did they change something?

Yup SBS bundle an AD PDC, Exch server, MSsqlServer, ... and an install check checks for a minimum 4Gb RAM. It will run with 3.5Gb, but you need to tweak the install.
The 3.5 is limit in the current version for Vista.
