VirtualBox 6.1.x should work on Windows 7 - but ask yourself if it's a sane idea to run unsupported virtualization software without security updates for many years on an unsupported OS without security updates for many years, typically to run VMs which have network access.
If your PC is too old for more recent Windows it could be advised to go for some Linux distribution. And use a supported VirtualBox version, ideally 7.2.x.
