I tried the ISO file like

and cannot boot it up (within VirtualBox). Any ideas? Is it due to the ISO file?

You need to download the 7.1.5 from the testbuilds page: https://www.virtualbox.org/wiki/Testbuilds as reported here:

With that version I was able to setup win2025 std server
