Local language keyboard issues

I created a VM based on Windows Server 2019 on my HP notebook with VirtualBox 7.0.16.
During initial installation I choose Italy as region and Italian as keyboard layout.
While assigning the Administrator's password I noticed that the keyboard was set with the Italian layout but some key combination did not work, i.e. "AltGr + ò" to enter the @ character.
The problem remains after connecting a physical keyboard via USB.
On another PC with VirtualBox 7.0.14 the problem does not occur.
If I enter “Alt – 64” I can enter the @character.
Should I downgrade from 7.016 to 7.0.14? What is the correct procedure?
