m3 max can't install VirtualBox-7.0.14-161095-OSX.dmg
try to install VirtualBox-7.0.14-161095-OSX.dmg, error is shown above.
anyone help?

The installation file you have downloaded appears to be the x86 version.
The latest development preview ARM release as of April 4th is VirtualBox-7.0.97-162578-macOSArm64.dmg (note the difference in the file name - the "macOSArm64" identifies an appropriate installation file)
Please also note the description of these installation files "Developer Preview" & "BETA". Don't expect success with creating/running VMs from recent OS releases and try with 'older' 32-bit OS versions first, if possible.

I presume you have been looking at the main VirtualBox download page. You will no longer find the Mac ARM Versions of VirtualBox on that download page because there is no stable version. You have to get the latest Technical Preview (BETA) version form the Test Builds page: https://www.virtualbox.org/wiki/Testbuilds
There are two options currently available:
a) 'Test Builds' prepared for the next expected 7.0.xx update releases
b) Development snapshots which look further ahead to the next 'significant upgrade', probably 7.1
For 'M' Series Macs I would only consider testing with the Development snapshots, as there is unlikely to be a 'stable' 7.0 Mac ARM Version Release, given the limited capability achieved so far. - see viewtopic.php?t=107344&sid=6d8c1c0606c1 ... 6f7aa798a1
