What CPU do you have in the host?
If it's very recent, you might have to mock it with
VBoxManage modifyvm "Name_of_your_VM" --cpu-profile "Intel Pentium 4 3.00GHz"
This should make Windows98 happy as it's gonna think it's dealing with a CPU of its era.
Don't forget to set it to 1 vcore only of course.
Also please note that you should limit the vram to 64MB max and the RAM to 1024MB max during the installation otherwise it's likely to crash.
That's until you manage to boot and install all the patches described through the course of this topic viewtopic.php?t=33359
then you can crank it up to 128 MB vram and 4 GB RAM if you really want to / need to. Not that 98 will ever use all of that anyway.
Please let me know how it goes.

Try with
VBoxManage modifyvm "Name_of_your_VM" --cpu-profile "Intel Pentium 4 3.00GHz"
From the command line and let me know.

Just create an ISO and attach it as CD, but ideally you shouldn't be using rain but rather AMNHLTM. Normally the CPU is being used at 100% when it's not doing anything due to missing ACPI. Rain has been my go-to for quite some time (actually many years) as it was indeed executing the HLT instruction when the CPU didn't have anything to do, thus keeping the fan quiet and not wasting unnecessary current, however in the resource monitor Rain was being displayed as the one always using 100% of the CPU (albeit running the HLT instruction) which was one minor inconvenience that always bugged me a bit. With AMNHLTM, the solution is much "cleaner" as it's just a vxd file and once you install it, it just performs its job. No skewed % in the resource monitor, no toolbar indicator/autostart program (unlike rain) and it works like a charm.
You may wanna check MrMateczko's post on MSFN for more info, topic "Running Windows 98 in 2020 and beyond", page 71.

FWIW, using VISO is even simpler.

Re: Unable to install windows 98 On VirtualBox
I don't know much about your topic and cannot really help you with that. I just hinted that instead of virtually burning an ISO file, it's easier to let VirtualBox create a virtual ISO file. In both cases, you'd have to know what to put inside the virtual CD image and how to use it inside the guest OS.
