VB Guest Additions 7.0.12 Will Not Install on Win7 Pro

Unable to install Guest Additions V7.0.12 release on MacOS Ventura (13.6.1) host running Windows 7 Pro.
Error Dialog:
"D:\
Windows cannot verify the digital signature for this file. A recent hardware or software change might have installed a file that is signed incorrectly or damaged, or that might be malicious software from an unknown source.
OK"

(Installation/Upgrade of Guest Additions worked fine on Windows XP VM...same host)
