There's no point in raising a bug report - neither Win 3.1 nor DOS are supported guests.
Post a zipped VM log and we'll have a look. Make sure the VM is fully shut down, then right click it in the manager UI. Select "Show Log" and save "VBox.log" (no other file) to a zip file. Attach the zip here.

You can disable 3D graphics acceleration. There are no Guest Additions for Win3.1 guests, and hence no accelerated graphics drivers.
I don't understand your focus on nested paging. I see nothing in your original post to establish this is a cause for concern.
I see that you have superfluous third party AV installed (Malwarebytes). This can conflict with VirtualBox.

It helped a little bit but it did not fix the issue entirely. Please debug the logs more and see WHY nested paging is causing this problem

I've already looked at logs provided, I don't need to look at them again. If the scenario has changed then new logs are required.

This may be the sort of thing that requires looking into the source code.
You'll have to be patient and wait for someone to come along who may want to dig in.
BTW, we're not Oracle employees here on the forum, we're your fellow Virtualbox users. Please keep that in mind with your requests.

OK, thanks. Please patiently wait until someone who has the skills and desire to source-code-hunt comes along.
