Guest GUI not at top of other windows via VBoxManage

When launching VM with vboxmanage.exe, the VM Window does not appear in front of other windows. For example, when I have Windows Explorer in focus in order to run a script which calls vboxmanage, Windows Explorer appears in front of the VM GUI.

Any way to keep the VM Guest GUI in front of all windows?

That isn't VirtualBox, that's Windows 10. In fact IME it's been a problem since Windows 7: you are no longer guaranteed that a newly opened window is created on top of other windows.

I'm afraid the solution will be in Windows, not VirtualBox. Try Googling for similar problems.
