Can't confirm. Windows XP needs network to be disabled to install Guest Additions because the Windows Update service in it is broken unless you have a fully updated PoSready version.

As Birdy somewhat said, when the GAs install gets stuck you can get it going again by unchecking the "Cable connected" box in the running VM (Devices|Network|Network settings...|Adapter n|Advanced|Cable connected). The GAs install should spring back to life. You can check the box again after the install is complete. There's no need to keep the network adapter disabled.
We have never quite pinned it down, but it's suspected that the digital signatures in the GA executables are prompting XP to go query some online server that no longer exists. It's very persistent about it as you can see.

"Due to these OS being outdated the installation of guest additions may fail because SSL support in this OS is outdated and might not work. Please temporary disable your network adapter".
Or something like that.
