This is the newly released 6.1.35 rev 152223 on a Windows 11 host with a Windows 11 guest. I tried both NAT and Bridged modes for the network. Speedtest results are less than half of the actual speed for the host. The host network is on a cable modem with download 400 Mbps and 10 Mbps upload. The actual download speeds on the host average around 404 Mbps. The Windows 11 guest using this version of VB never reaches 170 Mbps, but upload speeds do reach the full 10 Mbps.
There are two things to point out. First, as expected, the GA package will not install. The GA that is installed is from 6.1.34 as that is the last version that actually installs. The outdated GA can be a factor. The second point is a speed issue such as this might be resolved with registry tweaks. There is a Microsoft document on the net that discusses IPv4 registry mods that can be used with their BizTalk product. I ran into this once before when testing Hyper V. The registry mods perfectly fixed the speed issues.
