I was running Ubuntu 20.10, WindowsFX 11, Debian 11 guests with no problem (as long as I only used 1 CPU) but today I updated Win 11 to Build 22581 and now I get Kernel Panic on all VMs.
Yes, Hyper-V is active. It was also active before I updated Win 11. No matter what I do, it stays active. None of the old methods of turning it off work in this build of 11, including uninstalling it.
Update: 16- and 32-bit guests work fine. It's only 64-bit guests which have a problem.

change the windows 11 device security setting, to turn off Memory integrity.

I was having problems with this using Universal Robots UR Sim software on 22581.
I had to turn off Virtual Machine Platform in Windows Features which apparently needs to be enabled for WSL2
My UR Sim VM (some Ubuntu Linux) worked okay alongside WSL2 before I upgraded to 22581, presumably running via Hyper-V, so I think there's more to the story.
I'd like to figure out how to get rid of the kernel panics without disabling WSL2, so I'll keep an eye on this topic.

I turned off the Virtual Machine Platform in Windows Features as well, did not help, I still get the kernel panics. Does WSL need to be turned off as well? Hyper-V is disabled already.

If you see the green turtle in the VM's status bar, then Hyper-V is still enabled. Also, some recent troubles with VMs have been fixed by giving the VM two processors.
