If I update VB from version 6.1.30 to 6.1.32, do I need to update Guest Extensions to the same release?

This is a conflation of terms that makes it difficult to know what you're referring to.

Extension Pack: goes on the host OS inside Virtualbox. This must be updated too.

Guest Additions: goes inside the VM (Guest) OS. This does not have to be updated, unless a new feature requires an update or an existing feature stops working.

My error, I meant to say "Guest Additions". Thanks for the clarification.
