I HAVE TRIED TO INSTALL A FRESH COPY OF VIRTUAL BOX BUT I KEEP GETTING THIS ERROR.

Reinstalling VirtualBox will not help with damaged configuration files. The installer only creates new config files when they don't already exist. Otherwise we would all lose our VM lists every time we update the software.
Also, if this is about the VM config error you already reported, and you have for some reason decided to ignore the simple solution already offered in that topic, then please note that configuration for each VM is stored in the VM folder, and would be unaffected anyway by a VirtualBox install even if it did replace all of the manager config files.
