The Virtualbox installer is really a Microsoft program that works with the Windows MSI installer database. Google for how to enable MSI logging, then try the installation again. If it fails, please post the log as a zip file.

I had the same issue and I disabled the "driver signature enforcement" (check Google for the How to)
After that everything is working as expected.
Before doing that, check what this means.

Brilliant, that worked for me, using the Shift + Click on Restart method... gpedit method didnt work! Thank youuuuuu!!!

The issue is due to the USB support/drivers.
Upon trying to manually install them via the INF files extracted from the installer, windows reports
"The certificate is not valid for the requested usage."
for VBoxUSBMon.inf and VBoxUSB.inf
Currently, the only fixes are disabling driver enforcement, or just deselecting USB support in the installer if you don't need it.
