Screen is stuck at blinking cursor when I start the vm. I disabled hyper-v, made sure intel vt-x is enabled and still stuck.

No hardening or Hyper-V problems, good.

RAM is severely overcommitted:
00:00:13.819698 Host RAM: 8066MB (7.8GB) total, 2758MB (2.6GB) available
00:00:14.040817 RamSize <integer> = 0x0000000140000000 (5 368 709 120, 5 120 MB, 5.0 GB)
00:00:14.041038 VRamSize <integer> = 0x0000000004600000 (73 400 320, 70 MB)
Aside from this the VM seems built OK. You could try disabling 3D acceleration until the installation is complete.

I've disabled 3D acceleration but nothing happens, tried increasing gpu memory and finally tried installing using vmware, still stuck at the blinking cursor and can't proceed to the installation screen.
Is there any chance that this may be happening due to the Ubuntu iso version?

Decreasing main memory would be a better direction. Your VM was asking for twice what the host had to give.

The ISO could be bad, too.
