VM Fails to open on New Build with E_INVALIDARG

New machine build is running Win 10 Pro for Workstations. Installed latest version of VB (6.1.18) and copied seven Win 10 Guest VMs from old machine running 6.1.16. Added new machines to the console one at a time. Six of the seven added successfully and all six start and run. Seventh fails to open with E_INVALIDARG (0x80070057). Checked the SHA-1 hashes of all the files on both machines and they all match.
Searching the forum, I find only a few posts and they are mostly six or seven years old.
Anyone have a suggestion?
