The question is available only for the guest, which is Ubuntu, the same like host, which is also an Ubuntu. I am interested to create a hotspot from the Ubuntu guest(VirtualBox), only with the help of a USB dongle from a wireless keyboard. I am not sure if it does meter, the host and the guest use a wifi network to connect to the internet. Or if it matters, could it work if I will connect the device to the internet through a Ethernet cable, instead of using a wifi?

First, USB devices can be piped into a guest for the VM's OS to control. See USB basics and troubleshooting.

The WI-FI used by the host should not prevent you setting up a different Wi-Fi transceiver in the locality. Be sure to coordinate the channels in use, so overlap doesn't occur.

Is the USB keyboard dongle a Wi-Fi dongle? If you can make a Wi-Fi hotspot with a keyboard dongle on a real computer, you should be able o to it in a Virtualbox VM. Use the same method you'd use on the real PC, after you get the USB device filtered into the VM per the tutorial above.
