So i have to make a windows 2016 server with 2 enabled network settings. 1 allows connections outside. And one allows connections inside the virtual environment.
I was thinking which kind of 2 network settings do i need? Nat Network is 1 for sure since i have to connect it to other server and windows 10 workstation aswell but what is the other one?
Basically i have to make WEB server and FTP server for windows 2016 server and get connections to those servers from win 10 work station

A typical setup for a server/clients lab is Bridged or NAT (not NAT Network) to the 'internet' network adapter on the server, then Internal for the private 'LAN' side for the clients to connect to the server. The server would have to run a router role to allow the clients on Internal to see the internet.
This setup combines the typical network router found in a normal house/office network into the server and pumps 'internet' directly to the server, which is not typical in houses and offices. The above link's 'Sandbox' setup simulates a more typical setup of a house router with 'internet' Bridged WAN and Internal LAN networks, and server & clients all on the Internal network. In Sandbox the server does not act as a router, but can be domain controller/ftp/etc server for the clients.

I would go with an internal virtual network, as Scott suggested. To my mind, the question wants the local machines to have local access only but the server to have Internet access as well. To achieve that, the server needs one network interface in the local virtual network (internal) for local access and one set to NAT (to give it Internet access) while the other vm(s) have only local.
There is really no "correct" answer to the question as you asked it. It depends on the exact requirements spelled out in the assignment.
