On Windows 11 VirtualBox host, VirtualBox 7.0.18 does not compatible with USB SSDs.

Host: Windows 11, VirtualBox 7.0.18, MSI B450M MORTAR MAX

How to reproduce bug:
1. Create and run a VirtualBox VM (for example, Windows 7 as VirtualBox guest), and do not shutdown this VM.
2. Plug a USB SSD (USB Attached SCSI protocol device) to the Windows 11 VirtualBox host, the USB SSD cannot be recognized in "This Computer" of Windows 11 VirtualBox host.
3. Shutdown VirtualBox VM, close VirtualBox, shutdown Windows VirtualBox host, Windows VirtualBox host will bluescreen at VBoxUSB.sys.

According to our test, WD Elements SE SSD and Crucial X6 SSD will cause this problem.
