Same saving issue on a Windows 11 host trying to save a Windows Server 2012R2 guest.

(If anyone has missed it) - from the bug report (https://www.virtualbox.org/ticket/22059):
And this solves the problem for me.It looks like a regression in the USB OHCI support was introduced in VirtualBox 7.0.16 which thus affects VMs configured to use either a USB 1.1 or USB 2.0 controller. Rather than downgrading a workaround is to configure the VM to use a USB 3.0 (xHCI) controller.

Now I need to remember what was the issue with w7 & usb3. You previously did need the extension pack for usb 3.0 but there was some other issue? Let's wait and see.

Setting USB to 3.0 also fixed this for me.

Thank you for posting the new status. I did not look into it until now, as I've already opted for the downgrading option.
I tried to disable, enable and play around with the USB Controller Options before, so not sure if this works. But if so, I am happy for everyone.
My take away of all this: I will not trust new vbox versions for now. Breaking things that work without notifying the user, not auto-fix mechanism in place, no warning popup etc. No we have to literally spam here to get a reply by the guys at Oracle and VBox.
This can be closed for now, I guess.
