Ran into same issue just now.. definitely not a one-off:

7.0.12 - Throwing C++ Runtime Required after installing the 2015-2022 rollup for x64, then x84(just b/c you can just never install enough stuff)
7.0.8-156879 - Loads like a champ

Windows 7 SP1 DVD
01 - KB3033929-April 2015 “Servicing Stack” Update
02 - windows6.1-kb4490628-x64_d3de52d6987f7c8bdc2c015dca69eac96047c76e.msu
03 - Windows6.1-kb3125574-Win7WindowsUpdate-Rollup-2016-0516
04 - Windows6.1-KB2999226-x64
05 - Windows6.1-KB3020369-x64
06 - win7-TLS2-update
Windows NFS Feature add

Why Win7 Still to this day?
Windows7 was the last WinOS that wasn't more akin to malware, which I probably could stomach had they not destroyed the UI and nearly all 'New Generation Apps' that seem to cater to mouse-less users - with icons consuming obscene levels of UI real estate. I digress however... but to justify Win7's continued use when I could update to yet another OS that needs weekly updates... still digressing :?
Oh... and many users are caught between [Hardware manufacturers that won't update legacy drivers] and [OS manufacturers that won't support legacy OS].. in my case I have a few BMW's worth of studio equipment that largely depends on Win7.. with 98SE & XP even for a few PCI & ISA boards.... wow.. still digressing...

I'm fine with elder versions personally.. once something is working, I dare not touch it simply b/c I can.
THANKS to OP & Replies!!!!
I probably would have done the traditional thing and beat my head on it for a day or two b/c I'm building a GoldCopy system image and hate to leave loose ends that I'll be revisiting every time I blow in another image.

THANKS VBOX!! I'm still amazed the technology actually works & I can't imagine a world where bare metal would be required for all this.

tidalvibes, thanks for your report. I see it is positively thankful there at the end, Looks like you loaded an earlier working version. Don't forget fth0's suggestion just above your post.

Just to update, I could not install 7.0.10 or 7.0.12 but 7.0.14 DID install for me, so whatever the issue was has been resolved.
