error 0x80284001 when trying to clear or use TPM 2.0 on Windows 11

Windows 11 Host, Windows 11 Guest (both updated).

I enabled SecureBoot and TPM 2.0 + EFI.

Now, on the Guest, I try to run tpm.msc, and to clear the TPM - but get the error 0x80284001.

Also, every software that would need to use TPM 2.0 fails (such as powershell scripts, etc). with the same error message.
