I am trying to debug the issue where my VM freezes on start and I'm using Force Quit to kill the VirtualBox process. But every time I launch VirtualBox back, it automatically starts the problematic VM as apparently it remembers its state.
Is there any way to disable this behaviour? My current workaround is to reboot the whole computer, which introduces unnecessary complications.

Sounds like you have AutoStart enabled, see https://www.virtualbox.org/manual/ch09.html#autostart
A zip file containing the global "Virtualbox.xml" and maybe the autostarting VMs' .vbox files might help, posted through the forum's Attachments tab.
