I have a workstation with 64GB RAM running Debian Linux. I have a Windows 11 guest OS that I set to 16GB of base memory and 100GB vdi disk image.
When I start the guest OS VBox allocates said 16GB and while I run the guest OS VBox KEEPS consuming RAM until it maxes it out. At this point it aborts the guest OS and releases all RAM. Same if I shut down the host OS before the abortion: all RAM gets released.
Is this normal behavior? Or did I set up guest OS VM incorrectly?

Provide a VM log file. Make sure the VM is fully shut down, then right click it in the manager UI. Select "Show Log" and save "VBox.log" (no other file) to a zip file. Attach the zip here.

Just to confirm: do you want to save the log with the ABORTED state? Or restart the VM and close/shut down properly?

I'd prefer the VBox.log file with the aborted state. Just make sure to close any potential error dialogs before copying the log file.
